algo: Update STS GPU Reco

This MR adds most of the changes from my GPU fork to algo, in particular:

• Bump xpu version, new version has a lot of breaking API changes.
• Add updates STS GPU Reco

Note: This MR depends on !1152 (closed) and !1159 (merged) .
