bugfix: generating ca parameters using FairRoot v18.6.7_fs_apr21p2; changing TOF stations layout for mcbm_beam_2024_05_08_nickel (needed after MR !205)

recently, in the mcbm_beam_2024_05_08_nickel, the TOF tracking station assignment was changed (see !205).
For now there are 4 active TOF tracking stations, this is addressed in the commit.

- Replace David by Volker as central manager
- Add the ci_script folder
- Add the macro folders ans assign to Eoin
- Add the online folder and assign to main creators of online pars
- Add the FSD folder and assign to Radim
- Add Eoin and Ilya as owner of PSD
- Add Martin and Simon as owners or RICH
- Add Mehul as owner of STS

- Add TRD params for v24d and v24e geo versions provided by Alexandru Bercuci (see https://redmine.cbm.gsi.de/issues/3282)
- Original: Add manually edited TRD v24e parameter files without TRD2D
=> manually edited (git add trd_v24e_mcbm.asic.par trd_v24e_mcbm.digi.par trd_v24e_mcbm.gain.par trd_v24e_mcbm.gas.par) - parameter files for TRD v24e
=> which should work fine with TRD1D only, as long as TRD2D delivers no data.
=> For running with TRD2D these files need to be regenerated. Refs #3282
- Remove TRD v24d as not used for data written on disk

1) hit search areas are taken into account
2) TRD-2D and the TOF 1-4 stations are inactive for tracking
