New TRD v21c and v21d parameter files, refs #2416

New TRD v21c and v21d parameter files with corrected rotation and e-link assignment of TRD 1D modules. When this MR computing/cbmroot!728 (merged) is accepted, the asic parameter file trd_v21c_mcbm.asic.par must be also updated with the new FASP parameters.
