More realistic material budget

Update sis100_muon_lmvm setup.

For DEC21 setups. Record line for recent changes.

Changes defaults.

to conincide with the SW release naming.

Adds new STS defaults. Removes downstream section of beampipe from jpsi setup
due to overlaps with bellows assembly.

candidate default setups renamed.

Includes redesigned magnets v22a and v22b.
Updates the fieldmaps for these magnets with
v22a and v22b to be used with these magnets.

fieldmap_v22c and field_v22d to be used with the rich detector
with and without shielding box.

Trial default setup files for the next software release in OCT22.
A hadron, electron setup based upon previous defaults with updated
detector subsystems and geometries. Muon setups updated with STS
with backwall flange and downstream pipe section.

Similar to platform_v16 but shifted by 40cm. Updates the setup files.

Renames setups previousily in validation stage to be the new defaults
for the DEC21 release. Changes function name to match filename.

Fixes magnet_v21b position.

Update trd tag in DEC21 lmvm setup.

pipe_v16e is the same as pipe_v16b only shifted by 40cm

Removes tof_v21a as DEC21 default
As still awaiting MR.

Electron, Hadron, JPSI and LMVM setups use new coordinate system, each dectector is written
with reference to the centre of the magnet, instead of the old target position.

Old setup_sis100_[electron,hadron,jpsi,hadron.C renamed to
setup_sis100_[electron,hadron,jpsi,hadron]_APR21.C with the intenstion that they
will be deleted in the near future.

Candidate default geometries for the DEC21 SW release are available at setup_sis100_electron_DEC21.C
and similarily for other setups.

long_sts setup is removed from setup directory.

Use geometry tof_v16e instead of tof_v16d. The geometries are identical
except for a difference in the numbering. Due to some planned changes in
the tof addressing scheme a new module type has to be added such that the
number of modules of the same type stays below 128.

The new tof geometries v16d solve the problem with redefined media.

Only setups are updated which are in the test suite. Refs #1311
