v0.4.3b1: Introduce Ruff for Py13+ (UB 24.04+) and Split EcsCoreAgent initialize_subagents into 3 sub-methods

Main changes:

  • Add support for ruff under Python > 3.11, as is the case under Ubuntu 24.04 on mfles, as flakeheaven not compatible and more or less frozen
    (see https://github.com/flakeheaven/flakeheaven/issues/132#issuecomment-1752011839)
  • EcsCoreAgent: Split initialize_subagents into 3 sub-methods, allows more granular usage in mECS implementation, as needed for 1st tests with real SCA of TFC2
  • Bump version to beta1 to create new test package for the mecs project
