Bump versions of FairSoft and FairRoot

The development versions of FairSoft and FairRoot are currently identical to the production versions. These versions are incompatible with at least Ubuntu 22.04 LTS, an issue that is fixed in the Apr22 and 18.6.8 releases. This change will enable building CbmRoot on newer Linux Distros.

This proposed change will make it easier for us to run CbmRoot on newer AlderLake based PCs, which are not that well supported in older Linux Distros.
