Update to latest external tags (mSTS, RICH, pipe geos)

Brings in the following changes:

• fixed geometry mSTS v22e + corresponding mCBM 2022 setup changes, refs #2596
• new RICH geometry 22a and 22b (not used in setups for now)
• new pipe v21i (not used in setups for now)
