12AGeV and 3.3AGeV beampipes

Updates to v22a and v22b beampipe geometries.

Allows automated changes with angle of downstream section with declaration of position of psd.

pipe_v22a = psd_v22a = 12AGeV beam = 100% magnet
pipe_v22b = psd_v22b = 3.3AGeV = 60% magnet

Inner sections of the bellows had to be removed. Tube material changed from aluminium to carbonfiber

This MR is closed without merging at the bequest of CS at the BPM-20220225.

This new version reduces the material budget of the bellows, for the sake of flexibility of changing the deflection of beampipe.
