T0 digi filter in event builder

BuildRawEvents (task and algo) now filters T0 digis from the Tof stream using their address (also for QA and seed finder).

Contains all commits from !694 (closed)

@v.friese I keep this in a separate MR from !694 (closed) as it represents a rather distinct direction of development. The commits are included however, as the improved QA will be needed together with this fix.
