Update CbmTofGeoHandler for new TOF wall

The number of module types is increased to 15 (in geometry tof_v21a) requiring an update of CbmTofGeoHandler which is backward compatible

@f.uhlig Could you please try to re-run your fork to runner registration script for her?

I think this is her first MR here (only geometry and parameters MR before) so probably her fork is not registered to any of the runners and that is why the pipeline is not starting

Edit: I just realized that the target branch is not the master. Would our CI/CD + merge flow work also for this case?

this isn't the reason why the pipeline doesn't start. There is no MR request pipeline defined for the patches branch.

could you please close this MR and create a new one which is done to the master branch. I will take care that the MR is ported to the dec21_patches branch.

What is in the master branch is the updated one. The dec21_patches does not have the same one as in the master. Looks like it is not synchronized. You can just port the one in master to dec21_patches.

If you mark the MR which have introduced the change code as milestone DEC21 I will take care to port it.

As explained already in the CBM software meeting I will only port MRs which are tagged with the proper milestone.
