add system time offset when calculating digi time

Propagate system time offset information from steering macro to the level of digi time calculation. QA results on the time difference in run 1588 (chunck 1588_node8_1_0003) are attached for reference to Rich:

Side question now that it is merged: should I regenerate the commonly unpacked files for run 1588?

@p.-a.loizeau , unfortunately yes :(. I am very sorry that I didn't have time to check it sooner.

On the other hand I also have to check the event builder macro to see if the TRD2D is correctly recognized in the event time window. So if there is no rush to reprocess the data I wouldn't trigger it right now from the TRD-2D side.

Let me know what other requirements are ! Alex
