Fix geometry of the TRD system in the mCBM 2021

The current modification provides :

• correct order of TRD modules according to layers
• related code modification (due to hard-codded module number)
• re-generated set of parameters for the geometry CbmSoft/cbmroot_parameter!48 (merged)
• correct ON/OFF switch mechanism for the TRD layers to study material burdget issues
