L1: improve the triplet indexing

1. Faster indexing with bit shifts
2. Identify the maximum allowed number of stations, threads, and triplets from the corresponding amount of bits in the triplet ID. Before those constants didn't match.
3. Assert the indices when creating the triplet Id.
