Fix unwanted FATAL when TOF not used

Cf redmine issue #2091.

This should fix the issue.
The bug exists in the release candidate. While it should not impact Physics Studies where removing TOF does not make sense, it may block some detectors/materials studies where it is necessary to remove material at this place, so it should probably be part of a patched release.
