[externals] Bump geo (3 under HEAD) and par hash to bring TRD v24c + missing mTRD v25a pars

  • Introduces new geometry TRD v24c (not used yet in any setup)
  • Adds missing parameters for 2025 mTRD geo v25a_mcbm

Goal of MR: avoid backlog in parameter repo to allow unrelated MRs there to be processed while keeping incremental changes on this side
=> Main driver is the param repo master stack.
=> The geometry hash partial bump (3 under HEAD) is just to keep in sync with the params repo, as the full bump is planned in !2142 (merged) from what I can see (introducing new MVD geometry).
