Add support for an mCBM run start time DB in YAML + extend time in run plots

The MR on the parameters side is pending, hence the draft mode.
I have a script extracting the start time from the eLOG database, but for now all runs included failed and read-only ones are added, so I want to clean it up before committing the first version of the file.
=> If you want to test please copy locally in your online parameter folder the following file:mcbm_run_start_table.yaml
EDIT 27/06/2025: the latest "full version" of the file is now available in CbmSoft/cbmroot_parameter!241, which should be merged and the hash update added here before this one is merged

Plots added (example with first two spills of run 3536):
