Port the TOF pulser monitor to CRI monitor

Pierre-Alain Loizeau requested to merge p.-a.loizeau/cbmroot:tof_lab_pulser_backport into master

=> Done by adding a derived class to the existing monitor overloading the general histos handling => Need to add virtual qualifier to some method of existing monitor in order to keep calls in algo generic

Review and validation will be done by Jochen Fruehauf in his lab on cbmflib22 while I will cross-check on cbmfles01 that this did not break the existing monitors
