KF-Setup

The merge request introduces the following features:

1. SIMD-related utility routines are moved from the CaCore to KfCore
2. ca::TrackParam is moved to kf::TrackParam
3. KfSetup: 3.1) material budget maps 3.2) magnetic field flux density representation
