online: tracking station ID in tof/HitfindSetup; TrackingSetup class

In the merger request,

• trackingStationId field is introduced to the tof/HitfindSetup structure
• TrackingSetup chain is introduced as a common interface between the detector geometry/parameters and tracking (at the moment only for TOF and only with a tracking station index definition)
