CA: Timers update, monitor serialization and cbmroot_parameter repository hash update

This merge request update hash of the cbmroot_parameter repository for !158

Other modifications:

• New timers are added to the CA-tracking monitor
• Boost serializer for the monitor

Updates on 21.03.2024

• bugfix: caIteration index field is moved from ca::Framework to ca::WindowsData
• new timers scheme covers the whole TrackingChain execution
