external: Explicitly set NICAFEMTO build command to set SIMPATH and FAIRROOTPATH.

Without this fix Nicafemto would sometimes fail to build on cmake reconfigures for me.

I have never seen this and I actually wonder. NicaFemto should be only build once and a reconfigure shouldn't do anything for this package. Could you describe what you are exactly doing to trigger the problem. I would like to understand the problem.

Anyway the patch is not hurting such that it save to merge.

I don't know myself. And I don't have a reliable way to reproduce the issue. But the error messages pointed me to SIMPATH / FAIRROOTPATH missing.

Funnily enough this patch does seem to break something in the CI: https://cdash.gsi.de/viewBuildError.php?buildid=438214

Unless you know an easy fix for that, feel free to close this MR. I don't think it's worth to invest much time here until I figure out a way to reproduce my issue...

I hvae no idea what could be the problem. I will close the MR for now.
