[online] DC4-backport, cbmreco: Add flag to enable archive compression.

Should fix the troubles with the BuildOnlineContainer stage in recent pipelines.

My suspicion, which should be confirmed with this MR pipeline: the problem came out because the root container was updated to include ZSTD before this support was enabled, leading to some troubles when linking the online binary, and our other containers did not have this enabled
