Configurable executable for AT converter

This introduces an executable for the AT converter, analogous to offline reconstruction, see: !1184 (merged)

Once all steps (transport, digitization, reconstruction, AT converter) have been converted to this approach, including bash scripts, this is mend to replace the macro approach: macro/PWG/common/production/run_analysis_tree_maker_json_config.C
