CA & CA online: monitor updates

In this merge request, the CA monitor is moved outside the ca::Framework class. The monitor data object is defined in the beginning of the CbmL1::Reconstruct and TrackingChain::Run functions, passed to the ca::Framework class and then updated to the CA monitor.
