Run parameter

Added a parameters directory inside the macro/beamtime/mcbm2020/. It contain 2 files one named much_noisy_channel_list.txt for Noisy Channel list and another named time_offset_much.txt for run 831. Macro unpack_tsa_mcbm_kronos.C and unpack_tsa_mcbm.C read the file and mask noisy channels and do time offset correction.
