CA: move L1SearchWindow, L1CaIteration, L1Parameters, L1InitManager, L1ConfigRW and L1BaseStationInfo into libCaCore

In this merge request, all the classes, needed for the CA tracking parameter object initialization, are moved to the CaCore library.
