Make the CbmL1 interface for the material budget files obsolete.
The CA tracker initializes the material budget on the fly since !1183 (merged)
Therefore the material budget files are not needed anymore.
Florian proposed to use this change in the interface to tag unused macros in the repository: !1276 (comment 32834)
Therefore I modified only those macros that are used in CI test and the macros I use.
