Add a common device image for all GPU code.

@d.smith, I introduce here a new folder base/gpu which should contain common code / algorithms in the future. First we need the common identifier added here for xpu. Once this is merged, can you adapt your other MRs (!1132 (closed), !1135 (closed)) to use GPUReco as the image in your kernels?
