L1: make tracking independent of the MVD time error

This PR makes the tracking results independent of the time error of MVD hits.

thanks for the fix. There are still some differences in the found tracks but this is probably due to the changes of the algorithm itself. If these changes are meaningful I can't judge but the comparison of the resulting distributions look okay. I will merge !1127 (merged) and also port it to the release branch.
