[BugFix] Add [KfCore/CaCore/Algo]Offline libraries to remove feed down of NO_ROOT flag to libraries in reco folder

- Build AlgoOffline library only if not in CBM_ONLINE_STANDALONE (aka not online container mode)
- Build [Ca/Kf]CoreOffline libs only if not in CBM_ONLINE_STANDALONE (aka not online container mode)
- Use AlgoOffline as dep for libs CbmSimDigitizationSteer CbmAtConverterSteer CbmRecoOfflineSteer

The latency value is used to decide when data can be moved from the daq buffer
to the timeslice. It is a value for the time disordering between digis in the
data send to the daq buffer during digitization. In case of the MVD detector
this delay can be tens of microseconds such that in case the MVD is in the
setup the used latency must be increased from the default value.

This commit implements the possibility that each detector system can define
its own latency. The latency used in CbmDaq is then the maximum of all defined
detector latencies. Currently only the MVD detector defines a non standard
latency.

Add build system files for new mvd code structure
Move code from mvd directory to core/detectors/mvd, sim/detectors/mvd,
reco/detectors/mvd and analysis/detectors/mvd.
Create the libraries CbmMvdCore, CbmMvdSim, CbmMvdReco and CbmMvdAna.

This commit will not compile.

With FairRoot v18.8 the functions GetOutputFile() and SetOutputFile() are
deprecated instead of using a file sink. Correct user code to create the
file sink correctly or to extract the file name from the file sink.
Comparisons of results before and after the change showed that the results
are absolutely identical.

Use the same target names as provided by FairRoot with version v18.8.

Add the new target FairRoot::Online which is a new library conatining the
online related code which was previously part of the Base library.
In case of older FairRoot versions the target is only an alias for the target
FairRoot::Base such that the same dependencies already work with FairRoot
v18.6 which is our current default version.

Add the new target FairRoot::Online in all CMakeLists.txt where it is needed.

The FindFairRoot macro is also used when compiling NicaFemto. Since there is a
problem with the target definitions in NicaFemto the targets are not defined
when compiling NicaFemto.

Correct CbmDaq to provide the proper MC event list. Prevent tree access modes kRepeat and kRandom for the time being.

Add space between comma seperated double affilliation institutes

The latest version of our formating rules is applied to all header and source
files as well as to the macros using clang-format 11.0.

Add missing include statements.
With FairSoft apr21 and/or FairRoot v18.6.2 some implicitly included
header files aren't found any longer. Add include statements for these
header files explicitly.

The class FairLogger is  meanwhile only a wrapper around the Logger class,
so use the Logger directly. This also helps to reduce many warnings when
using the Eclipse IDE.

Don't use tof digi parameter file any longer in the digitization step.
The needed information is meanwhile taken from the TGeoManager.

Initialize tof geometry parameters in the simple clusterizer from the
TGeoManager, as it is already done in the event clusterizer and the digitizer.

Add a special case in the TofGeoManager for the tof_v20a geometry.
The geometry has to be treated as v14a.

FairSource implements with FairRoot v18.4.1 the new function SpecifyRunId
which is used to trigger the read of the first event from the input. This
function has to be properly implemented in the source classes.
