- a vector of mc point indexes in CbmL1DebugHitInfo is replaced with an integer field (-1, if hit is not matched, point id, if hit is matched)
- clean-up of cbm::ca::TimeSliceReader and cbm::ca::MCModule: detector treatment was unified, minor cosmetic changes

CbmTofInteraction class is introduced to address the problem of multiple MC points for one interaction.

There were rich ring finders in the L1 code base which were compiled and linked
into libL1. With the change in the build system this results in a circular
dependency between the L1 and CbmRichReco libraries which was resolved by
removing the classes from compilation.
With this commit the classes are moved from the L1 code base into the rich
reconstruction code base.

L1QA: added tracking QA base class and Sts class (experimental), added station index getters to the tracking detector interface classes

Decision to not use doxygen for licence headers. Removes doxygen formatting and file tag.
