L1: add consistency checkers for L1Parameters, L1Station, L1UMeasurementInfo, L1XYMeasurementInfo, L1MaterialInfo, L1Material, L1FieldSlice, L1FieldRegion, L1FieldValue classes

L1Algo: constexpr constants moved from L1Parameters class to the L1Constants namespace (L1Constants.h)

Use proper variable types. Auto results in a compilation error with newer
ROOT versions.

Fix deprecation warnings about upercase log levels. Use lowercase ones.

reconstructed hit from MC points to the actual data. To be used in fine
tuning the error parametrization, pile-ups etc.

L1Algo: replaced ad-hoc TRD station skipping for mcbm_beam_2021_07_surveyed setup with accunting it as inactive (+ bug fixed); cleaned up stations management in MCPoint matching
