Introduced new class cbm::algo::tof::CalibrateSetup. Fully separated TOF calibration and hitfinding parameters.

- run MR container building only if target is master

- Bump hash of parameter repository to new tip with the online parameters
- Remove `algo/params` folder (content 1:1 in new `parameters/online`)
- Update documentation where-ever necessary

Moved sort step from cbm::algo::Calibrate to cbm::algo::Clusterizer. Removed global calibration from cbm::algo::Hitfind.
