Material budget files for STS geometry version v21[h-i]

Mehulkumar Shiroya requested to merge m.shiroya/cbmroot_parameter:sts_parametrs into master

For these sts geometry versions, the thickness of the sensors 320 um is taken which is similar to the sensor thickness to be used in the actual experiment. The micro-cable thickness is also taken similar to the sensor thickness.

The material for the micro-cable and its density is calculated based on the current micro-cable design and material.
