CBM run ID database

The Cbm run ID database is a simple YAML file, which contains maps with {refRunID, value} pairs. The value is returned for each runID greater or equal then refRunID and less then the refRunID of the next map entry. The YAML file is parsed in the class cbm::RunDatabase.
