Determines whether URQMD file is K.E. or momentum

Determines whether number in URQMD filename is kinetic energy or momentum of beam. Extracts number from filename to check.

It should be noted that this relates to https://redmine.cbm.gsi.de/issues/2684 and is the script attached to that code. Recent verbal request have motivated moving this code somewhere to our version controlled software stack.
