Add a template for the MR description to list a few things users should do
- Based on instructions in https://git.cbm.gsi.de/help/user/project/description_templates
- Maybe needs to be first merged to master to take effect...
=> Does not seem to work for this MR itself as here it took the commit message
=> Probably need some testing in a dummy project first
