translation of TOF and PSD downstream.

Use geometry tof_v16e instead of tof_v16d. The geometries are identical
except for a difference in the numbering. Due to some planned changes in
the tof addressing scheme a new module type has to be added such that the
number of modules of the same type stays below 128.

The new tof geometries v16d solve the problem with redefined media.

Only setups are updated which are in the test suite. Refs #1311

Add new psd geometries for the sis100 electron setup
Change the setups for sis100_electron and sis300_electron
to use the correct psd geometries. Refs #1584.
