A new geometry with the tag v20a, containing changed z positions.
This commit updates the parameter directories accordingly.

Since the tof geometries haven't changed but only the file format
no new parameters were produced but a symlink to the old were added.

Since the internal structure of the geometries has not changed there is no
need for completely new parameters. Only the existing files were copied and
renamed such that they follow the naming scheme. Refs #1666, #1667, 1535

The file can now be read without PaPa which allows to remove a
strange dependency from the libCbmTrdRec.

All parameters have been produced with the correct versions of CbmTrdPads.h.
In the last commit the parameter files for v17c_3e were produced with a wrong
pad layout.

All parameters were produced with the new schemes for the spadic and fasp
versions of the asic parameters. This new schemes were needed to speedup the
initilization of the parameter container by reducing the number of named
parameters from several tens of thousands to less than thousand. After
the last update the initilization for the sis300 setup took nearly 3
minutes. Also the initilization of the trd_v18a_1 was slowed down
enormously. Now it is back to at most a second.

The lookup table has to be changed due to changes in the code.
